Have you ever heard of getting underemployment compensation from the government?

I recently got demoted at my work due to the economy and my union said that I can apply for underemployment from the government to help compensate for my pay deduction. I searched everywhere on www.edd.ca.gov and didn't find a thing about getting underemployment compensation. Have you ever heard of this??
