Did Nostradamus predict & describe the Obama presidency?

My careful ysis of this quatrain leads me to conclude that somebody made it up and falsely attributed it to Nostradamus. Given that the only two instances google can find of the words "Nostradamus" and "great city of wind" are this very question, and another question on a similar site, I'm guessing that person is you.
