Is it possible to get a UK working holiday maker visa from outside your home country?

I am holidaying in the UK at the moment and would like to stay longer than I had first planned so I need to get a working holiday maker visa. However I don't want to have to travel all the way back to Australia to apply when essentially I can do it all online and then have my biometric data collected at a VAC office in Europe. This all seems possible but foreign embies, consulates etc are not obliged to cooperate with you - has anyone successfully gained a working holiday maker visa from another country other than their home country and where did you do it?
