What is the best PCB designing tool?

Man im a newbie as well. But from what i can do at home its really not hard. There's free software called "ExpressPCB". Its an extremely simple program that allows you to just draw circuits one line at a time. i found it very useful when it came to designing even complex circuits. then you print it out on glossy paper, turn it over, iron it onto the copper face WITHOUT steam and it should leave a faint trace of your circuit. then you get one of those PCB marker pens and trace over the lines. i only did this about 3 weeks ago and i didnt pay more than $15 for two blank PCB's, the marker, a large tub of Ammonium Persulfate and all the IC's i needed. so i would recommend it seeing as how i dont know much about other PCB software, either way expresspcb is free
